Reinventing Saint-Charles Boulevard to transform it from a transit corridor into a true living environment, driven by the arrival of the REM and an ambitious urban vision.

At the request of the Pierrefonds-Roxboro Borough, located in the west of the City of Montreal, and in accordance with the City’s master plan orientations providing for detailed planning of certain strategic sectors, a special planning program was developed for the section of Saint-Charles Boulevard and its surroundings located within its territory. This process responds to the Borough’s desire to review the vocation of this structural artery in order to transform it into a friendly and attractive living environment, rather than a simple transit axis of the “commercial strip” type.

This vision is also set within the context of the upcoming arrival of a Réseau express métropolitain (REM) station, which is expected to transform the population’s commuting habits and modify the current dynamics of the sector. The strong interest from real estate developers in the area presented a strategic opportunity to initiate this territorial reflection and to establish a clear and ambitious vision, highlighting new urban planning trends in terms of public domain development, increasing the modal share of active and collective transportation, beautifying and enhancing the urban landscape, and ensuring territorial resilience in the face of climate change.

The special planning program also received a favorable opinion from the Jacques-Viger Committee upon its first presentation, highlighting the quality of the process and the relevance of the proposed orientations.
